Small Dog Breeds — Size Compared to a Person

Small breeds — 11 to 15 inches at the shoulder — sit between toy lap dogs and the medium working breeds. They typically weigh 12–25 pounds, live 12–15 years, and cover the widest range of personalities of any size class.

The small size class is the broadest and most varied of the five. It contains French Bulldogs and Pugs (companion molossers), Beagles and Dachshunds (short-legged hounds with serious noses), Cavalier King Charles Spaniels (toy-spaniel inheritance), Cocker Spaniels (the small end of the gun-dog group), and the entire small-terrier cluster — Cairn, West Highland White, Scottish, Jack Russell — all bred for vermin work and all still wired for it.

The small class is where the practical-companion sweet spot lives for most apartment dwellers and many first-time owners. Small breeds are sturdier than toys (handle children better), eat less than mediums, fit in cabin carriers on flights, and have lifespans typically 1–3 years longer than medium or large breeds.

Activity needs vary widely within the class. A Beagle needs an hour-plus of real exercise daily; a Pug needs a quarter of that and overheats in summer. Read each breed's individual page before making a small-breed decision based on size alone.
